For one, a lot of this happens at girls only schools. And, Islamic republic has a rich history of attacking and bombing girl schools.

One of the schools was right by a rocket launcher, which to me at least splits the blame a lot. If you force a bunch of 10 years old in the battlefield, you cannot solely blame it on the enemies that shoot at you, you are part of the problem.
