Paraphrased from a conversation:
"Because they started the new recycling contract on January 1 of the coldest winter we've had in years, we've had no time to train staff to do regular runs without the cold and the giant piles of snow. Logistically, it's so much harder to do this in January."
In case if you were wondering why your recycling pick up sucks now, #Toronto. Manufacturers are now responsible for the costs of recycling/disposal of their one-time use commercial waste. So they formed a private consortium (Circular Materials) to take care of their own "recycling problem" instead of continuing to pay municipalities for recycling pick up.
Their infrastructure is complete shit, and they pay GFL for pickup anyway. It's just a literally useless middleman.
